§ 78-53. Powers and duties.

  • (a)

    Duties of the civil service commission shall be to:

    (1)

    Approve and adopt such rules and regulations necessary for the proper conduct of its business;

    (2)

    Formulate minimum standards and qualifications for each class in the classified service;

    (3)

    Make provisions for open and competitive examinations for applicants meeting the requirements prescribed by the civil service law;

    (4)

    Authorize temporary appointments;

    (5)

    Make rules and regulations governing promotions, efficiency ratings, leaves of absence; and

    (6)

    Make all other rules and regulations necessary to carry out the civil service law.

    (b)

    All rules and regulations shall be approved by the city council.

    (c)

    The commission shall adopt, modify or reject such classifications and compensation plans for firefighters and police officers, together with rules for their administration, as may be recommended by the civil service director after a thorough survey of the personnel and departmental organization of the fire department and the police department. All such plans and classifications shall not be effective until adopted and approved by ordinance passed by the city council.
