§ 2-155. Purposes of board.

  • The board:

    (1)

    Encourage development of the public library and its programs;

    (2)

    Review and make recommendations to the library director, the city manager, and the city council on library policy and programs for the advancement of the library;

    (3)

    Review and make recommendations on matters when requested by the library director, city manager, or the city council;

    (4)

    Promote and stimulate public interest in events and programs related to the library and to assist the library director in carrying out such events and programs;

    (5)

    Evaluate and recommend long-range capital improvement programs for the library;

    (6)

    Develop and maintain a library master plan, subject to the approval and adoption of the city council;

    (7)

    Make recommendations to the city manager regarding the employment of the library director, (although the actual employment or discharge of such director shall be done by the city manager);

    (8)

    Consult with and assist the library director in the preparation of the proposed annual budget to be adopted by the city council;

    (9)

    Advise and make recommendations to the city manager's designated representative regarding the purchase of all books, furniture, equipment, and other necessary materials and matters relating to the proper operation of the library, within the confines of the city budget; and

    (10)

    Advise in the management of the facilities of the library, including the building and grounds of the library, within the budget adopted by the city council.
