The terms for places (1), (2) and (3) shall be concurrent and end on September 30,
2011; the terms for places (4) and (5) shall be concurrent and end on September 30,
2012; the terms for places (6) and (7) shall be concurrent and end on September 30,
2013. Thereafter, the term for places (1) through (7) shall be three years. Members
shall continue to act after the end of his or her term until a successor is appointed
and confirmed. A member of the commission shall be eligible for reappointment; provided,
however, that a member may not be appointed for more than three consecutive terms
unless an exception is approved by a majority vote of the city council.
