§ 22-2. Incentive program.

  • (a)

    Intent and purpose. The city council establishes the following incentive program to promote the construction of owner occupied, single-family residential structures within the city limits, to promote local economic development, and to stimulate business and commercial activity with the city.

    (b)

    Policy. The city will provide cash incentives, referred to as developer incentive, to builders of single-family, owner-occupied residential structures located inside the city limits based on the following home values as shown on the building permit:

    $75,000 to $150,0000 $4,000.00
    $150,001 to $225,000 5,000.00
    Greater than $225,000 6,000.00

     

    (c)

    Payment. Payment of developer incentive is provided upon approved completion of the residential structure and issuance, by the city, of the certificate of occupancy.

    (d)

    Eligible properties. This policy applies to all residential areas within the city limits of Palestine. Only single-family detached residential structures which are intended to be owner-occupied are eligible for the incentive payment.

    (e)

    Procedure. Application for the incentive payment must be made simultaneously with application for the building permit. The city manager or his designee may establish other procedural requirements necessary for the efficient functioning of the incentive program.

    (f)

    Restrictions. It is not the intention of the city council to create an entitlement in any person or entity to the incentive payment. The city shall not be obligated to continue this incentive program when, in the opinion of the city council, adequate funds are not available. The city reserves the right at any time to suspend the program or to amend the eligibility requirements for the incentive payment. Unless otherwise provided, if the program is suspended or restricted, construction projects underway when the suspension or restriction is adopted shall not be entitled to the incentive payment. Adoption of this policy supersedes and replaces all previous incentive policies of the city.
